ScR ftw..... no seriously. Get an amarr assault+ScR, or a min assault+assault ScR.
Not much has changed in the 6 months you were missing. Hit detection on the min assault is still non existent. The Assault ak.0+Viziam ScR combo is still absurd. Armor tanks are ferociously tough now, which I think is good, but for some reason shield tanks needed to be nerfed? Didn't understand that one either.
I always suggest, to anyone, your roles that are best for you. Roles that can make you WP's (isk), roles you're accustomed to already, and then, if you have the SP, some sort of fotm fit to even the playing field.
Grab a heavy, a logi or cmdo, and an assault. Unless you are really skilled, stay away from tanks as the price is insane!

No.... well at one point I think they brought down the rate of fire, but they're still beast! Only rivaled in usage by the sub and flaylock pistols.

The angry white guy part, sadly. I really don't get it, in my case, as I am no slayer. I can kill in a heavy rather average I suppose, but I have no stand out "pew pew strafe" skills. Yet the only, outside alliance, mail I get is hatemail, and the classic "you're a scrub" mail?! ~shrugs~

More to the point though, the form is only good while it's fotm. I personally think it dulls your skills and tactics as mercs tend to become dependent on the "easy-mode" fotm. Mercs that I notice are just good are those that have specialized. I took advantage of my earning a paycheck, and respec'd several times to try all these fits. Some of the fotm is almost scary easy.
I wasn't a fan of the feel, and while you do get kills, you kind of become dependent on it's performance, and began to lack in the tactics department. If enough mercs do the fotm then sure you'll win, but that also leads to player attrition as mentioned before.

Not many use the amarr cmdo... not sure why not because it seems like a decent platform in a squad with ScR and laser. Minmandos are the most used cmdos I would say due to swarm bonus, and speed.
Gal ads is has better resistance due to general armor vehicle mod buff. The resistance is good, unless your hit by a rail tank.

Yes, the gallente dropships, as a category, got better survivability. The ads still differs from the transport versions, but yes overall.
Due to data balancing, which can be a double-edged sword at times, the assault scrambler rifle got a buff because the "data" implied that it was under used. The truth is the semi-auto version, the Viziam scrambler rifle, was OP, and still is?! It got used so much that the carthum assault scrambler rifle fell to the waste side. The carthum was still effective, but balanced. Who wants a balanced rifle when you've got god-like power in you're arsenal for the same SP??
So the carthum was buffed, not because it was weak, but so it would be used more.... and it is.... by every other suit because it now hits harder than ever with no real overheat consequences?! The Viziam is still far too strong against armor, and the argument used is "it has an overheat"?! Yeah sure it does.... of 50 hp?! If you overheat in an amarr ak.0 with an average of 600-900 armor you don't even notice! Also, the overheat last for 2-3 secs!
So yes, the Scrambler rifle variants, and the laser rifle, are reigning dmg champions due to bonuses, and lack of anything sufficiently negative about they're makeup. Add range, great sights, hipfire, bonuses to both amarr assault and cmdo, and lack of space between shots, and you've got a beast setup that can shred any suit!
Downsides.... very few, but scouts, particularly min scouts, can ruin your day.
