You don't need a patch for that. That's what hotfixes are for.

Just don't expect a large variety at first. They did say they will build it up over time.

Overall I'm impressed with this dev blog.
But there is a 'but' somewhere in there.
I am not ungrateful. That much is certain. I'm happy to even see Dust progressing along this far despite it being regarded as a dead game.
I'm just a little bummed out that we don't see any new serious content outside what the SKINS offer. I would like to see an improvement to the personal warbarge, a way for a player to move from one system to other, a better connection to Eve Online, that kind of stuff.
But it's such a shame that I probably won't be seeing any of that for a long time. I sure hope this new patch helps with bringing in new players and maintain a better retention rate than before. One can only hope that would be enough to convince CEO Hilmar to devote some more resources to Dust.

I don't see why anyone should be surprised by this at all. CCP has made it clear it would take a long time to get it right. And they have been saying that for a while.

Not really. Doing it through hotfix means that CCP won't have to go through the approval process with Sony. But of course there are always priorities.

Welcome to New Eden where scamming is perfectly legal. Eve Online may have a more secure trade system in place, but there is nothing about that system that makes it scam proof. Scammers will figure out ways around the system even if it becomes more secure in Dust. The only difference between now and the future is that scammers need to be clever in the future.
In the end, CCP will not be answering any petitions on scams unless the scam happens to involve a code from the code bazaar.
