Is this a bug or is this intended? intended to counter a certain exploit or two Considering that the entire game is based in New Eden which itself is the very definition of exploit/scam central this seems counter intuitive. Possibly even farcical.
An explanation would be nice. The issue from the other side is considering the horribly slow progression from the lower levels to the vaulted #4 the effort required is just another massive hurdle to overcome. So why do it? There are other games to play. We are actually trying to convince new players to give Dust a try. Yet a significant new feature is blocked from the new. For a very, very long time.
Is there some spreadsheet or a posting that explains exactly how points are accrued? The explanation in game is odd considering that a brand new character/toon in my third slot gets my level, even if it does nothing. I would really like to know what the points are for buying and spending AUR.

I am only a level 2 player and I have been around for a while It is total BS. A bad sign, pardon the pun.
If you have a spare character slot, create a CEO. Create a corp. Have your toons donate to the corp.
Now the hard part. Either you need a level 4+ director to redistribute the wealth. For any good salvage items, you're skewed*. Any good items the low level toons acquire are either sold for a pittance (or a pittance +15%) or just waste space in a cluttered inventory screen.
The other option is to join a corp that you trust. Which is essentially impossible as they can tax at 100% arbitrarily, abuse those in the corp and it is all sanctioned activity by CCP, cause getting stabbed in the back is 'ANEB', Approved New Eden Behavior. They even insult you for disliking same; HTFU and all that. The only good news related to Dust in New Eden is the NPC corps don't tax like the EVE Online ones do. Very rude to say the least.
Have a nice day, just don't expect to have it down in the dust. Until you're loyal punted to 4.
