We add new sets of districts(or change some of the current ones) and give them the High/low/null sec security status, then depending on which status, only so many people can fight there.
So for high Sec you'd only be allowed 6v6 and but would get lowest rewards
Low sec would be for 10-12vs10-12 with a higher reward then high sec
And null would be our current PC environment(with the older payouts or even slightly higher, but that can be discussed later)
I think this would allow the smaller corps who have a issue fielding a full team yet still allow the larger ones to have a real place in PC. Of course, the battles themselves would have to be fine tuned and adjusted to accommodate the smaller player count but I doubt that would be a problem.
So, thoughts?

I like. However, clone packs are still ridiculously expensive.

how much easier would it be for 6 pros to stomp in high sec?
unfortunately the economics of PC do not accommodate smaller corporations.
Passively gained clone packs based on sp/wp earned so that corps can attack and reattack at least once per month with little to no cost is the only way to get smaller corps into pc. holding their hand will only result in lost districts and huge isk dumps.

I also think it will be easier for small groups to field 6 good players then to field 16. We have a small pool of players to choose from and it's nearly impossible for a new fledgling corp to get newbies together and then they get stomped by the best of the best everytime and simply quit PC and or the game.

Forget about security status, just have some smaller districts.
Use the 3 objective maps.
I think 8 vs 8 and 12 vs12 would be more appropriate sizes. 6 vs 6 is just a bit too small.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

I think the security status is just a way to tie into Eve lore a little more neatly. Just seems like less paperwork IMO.

While it would be convenient to use the High Sec terrestrial planets in Molden Heath for the small districts, so they don't have to change any of the existing districts, we would still need an explanation of why people are being allowed to claim territory by force in High Sec.
Also, our current PC environment is located on planets in Low Sec space (not Null Sec).
I think the best approach is just to ask CEO's to volunteer their districts for downsizing, and then modify a certain number of the districts that have been volunteered. Since most of the districts would remain the standard 16 vs 16, we would only need a few CEO's to volunteer districts to get enough. It might be better if a number of the smaller districts were on the same planets, so small corps could fight each other.

we cant just be handing out 80 million isk out daily now can we at least every corp could be able to experience pc with less risk and it could be implemented into the corporate warbarge,
6, 8, 10, 12 , 16 players doesn't matter bigger corps with more experience and more players will dominate the smaller districts, the smaller you make a match the more competitive it will become. Its harder to elude 16 players than 8. top players will have a bigger advantage only having to worry about 8 guns firing at them.
