Why can tanks with 6000 HP barely get 20 kills, per life, while a heavy with about 1600 can get 60?

How can something with "so few weaknesses" be consistently outperformed by a Heavy?
Look at all the weapons that can kill a heavy, and compare them to those that can kill a tank. Heavies still are better killers.
Why is this?
