Allow me to briefly lay out what transpired here...
United Star Confederation, a member of the Learning Alliance, obtained a single district to begin to train and ramp its interested members into PC. HeavenB4 Devils attacked their only ("last") district and took it.
HB4D had two districts at that moment, i.e. EB attacked the district in question while they had two districts. While the attack was on the schedule, HB4D subsequently transferred one of its districts to its sister corporation Astroya Guard (HB4D and Astroya are tied at the hip, the same leadership under different alts as I understand).
So HB4D put themselves in the predicament they now find themselves in- they did not honor the "last district rule" with USC and they relinquished one of two districts to their other half corporation which to outside observers could make it seem like EB is not observing last district rule guidelines.
Sure, we used ringers for the battle but it was at 4 PM EST (2000 UTC) and this is not our highest activity window... Most of our PC-ready members that were on DUST when the first battle launched participated...
Be just and if you can't be just be arbitrary.

And I guess it would be outlandish for me to think that a group from Fraunch-speaking France and another group from Fraunch-speaking Quebec, that are both under the same alliance, would possibly transfer districts between themselves...
No need to bicker, I can appreciate the contributions Fraunch speakers have made to the world we live in...
