Wish they got rid of the restriction entirely.
I mean, so what if I have alts? I couldn't have salvaged anything on them unless I actually played on them, right?

Boosters aren't given out from beginner tutorials anymore.
I concede that there are mlt BPO's to be made, but they aren't worth the effort put in to obain, and only a handful of people have bothered with them.
The proposed restriction weighs against not just newcomers, but all who haven't spent a cent, yet show dedication to the game. Look and behold the examples of core players with level 2...

You can still say that you have 50 Officer HMG"s and ask for the money up front. Sure the guy will be pissed when you take his money, and sure he will tell everyone he knows not to trust you, but you can send the money to your main and delete your alt to replace it with a new alt with a untarnished reputation. If you have invested enough effort or AUR to get a character to Loyalty Rank 4, then that character is no longer disposable.
Then CCP can just trace the master account and identify the main character.
Oh, and all 5 of my alts are rank 4 or 5, so I guess they're not disposable?
