Since we still have until later this month to discuss this, I like to point out that Loyalty Rank 4 is a bit high for my liking and I'm rank 7 right now.
I say reduce it to level 2. That's reasonable enough I think.

It's for the best that doesn't happen on day one in case of bugs. I would rather lose my BPOs to a scam than to an in-game glitch.

Ever heard of rip offs in Eve Online? We do this all the time in Eve Online regardless of the transaction being secure. All I have to do is exploit the laziness of players to properly read a decimal point in a number and post the offer on the contracts market. Let's say I post a contract to want to buy a unit of PLEX that's worth 875,000,000.00 ISK (note the decimal) but mark the contract payment as 8,750,000.00 ISK Anyone who is too lazy to spot the discrepancy in the price would click "ACCEPT" and end up with only 8.75 million ISK after selling me the PLEX. Keep in mind that this is through secure channels.
Margin Trade scamming is another art but that requires a whole lecture to explain it to you. Window Trade scamming is yet another art that Eve players enjoy doing. Then there is the classic 'Navy Issue Ibis' scam which is very popular among trolls. Again, all of these utilize secure channels. The item sold and ISK paid still change hands, but either the buyer or seller get the short end of the stick.
