Don't know if it's this side or Eve side that controls how Eve orbitals function, but I think we could do with some changes to Eve strikes.
Is it possible for overhea to affect how the strike behaves? For instance, maybe overheating lasers makes it punch through top cover to hit targets underneath. Overheated hybrids could have a wider radius. Overheated EMP could do damage in addition to clearing out equipment.
Something to spice things up.

Might as well just make them better.
DUST players can't directly shoot back and OB ships are disposable and generally not combat fit. This just means the pilot will repair his guns in space if he has to.
On top of this, one cycle of overheat isn't much at all. I just don't see why this should matter much.
I would mostly like to see gunnery skills matter a bit more though

I don't see this really doing much. There really isn't anything that can survive an OB anyway, much less a laser OB, for more than a fraction of a second.

Yes but most damage modifiers in EVE are actually RoF modifiers which are useless for OB's The only way to change the damage per blow is rigs IIRC

I don't see this really doing much. There really isn't anything that can survive an OB anyway, much less a laser OB, for more than a fraction of a second. Marginal increase for significantly more cost or risk. Welcome to EVE.

But there is no increase necessary. Why would I bother fitting them at all, since everything dies instantly anyway? IF orbitals were survivable, this might be a thing, but there is no need to up the damage on a one-hit-kill weapon.
