Yeah proficiency is huge, and probably a big part of why vets can rip newbies apart since the skill is hidden behind a pretty steep SP wall for a new player. it's a lot different from EVE where basically the "Operation" skill provides a straight +25% bonus to damage and then "Proficiency" is a 10% fire rate. So in EVE you end up with a bigger difference in total damage, but a large chunk of it is baked into the basic weapon skill, and not the advanced weapon skill like it is in Dust.
