Actually it only really does about 355 DPS base, even with Minmatar Commando and Warbarge buffs, it doesn't really live up to the DPS of other AV weapons. As a comparison, the sustained DPS of a Plasma Cannon is a little less than 500DPS, and even higher if used on a Commando.
I think even at 100% efficiency, you would end up with a pretty underwhelming AV weapon. I suppose inversely it's more usable against infantry than other AV weapons so that may be an acceptable tradeoff. But in terms of DPS, it's far from overpowered.

I guess my frustration would be then spending time tuning yet another Anti-Armor AV weapon when we still only have 1 Anti-Shield AV weapon. I'd rather do that before we start fiddling with Mass Drivers.

Even with a heat building increase, existing LR damage output would likely be extremely overpowered compared to existing AV.
