DUST player numbers aren't amazing, they're actually below average for F2P if memory serves me right. You're comparing a free to play game on a console to free to play games on PC. Many of those are not Free to Play but most are grizzled juggernauts. Comparing them to DUST is quite unfair as those are quite literally the most popular games on Steam. Some have upwards of 40 times more people playing them right now then DUST did at release.

However, I don't think the game's failure has too much to do with the console. Hardware limitations not allowing smooth framerate and stellar graphics, I can buy and let slide. Patches being slower because they go through Sony first, sure. I will even spot them "we didn't realize getting the PS3 and PC to talk would be that hard", even if it has potential to just be a scape goat for CCP's inability.
However, releasing the game with only one kind of Sentinel/Scout and still not having full racial vehicles after nearly two years has nothing to do with the PS3. Blaming the PS3 entirely for the state DUST is in is like the skinhead with teardrop tattoos saying "I would have done better at the job interview if Bill had not spilled mustard on my undershirt!"
Best case scenario is pulling a War Thunder and have both communities together. That will keep the console only people with the game and can potentially snag some EVE players, especially if the "meaningful interaction" bit happens.
