My go-to pub Scout fit:
Scout MK.0
Six Kin CR
Ishukone Nova Knives
ARN-18 Cloak
Remote Explosives
3x Complex Shield Extenders
1x Complex Kincat
1x Complex Profile Dampener
1x Enhanced Ferroscale
It has a 24 DB profile (sufficient for pubs), sprints at about 9.40 m/s, and has about 480 EHP.

At the start of matches though I use a fit with 2 Kincats and Links. I also have another fit with 2 Damps. If I'm still being scanned after that, then I'm better off in an Assault, because 3 Damps gimps the suit too much. Naturally, I also have a speedhack fit, as should every self-respecting Minja. 
Precision mods, range mods, cardiac mods, armour plates, myofibs, damage mods, armour reps, and shield rechargers, regulators and energisers do not work well on the Minja, or there are more effective mods that you can fit.

Shields are better than myofibs for Scouts, and using 1 myofibs makes virtually no difference. The Minja has very good stamina and regen, so it doesn't need a Cardiac. Going without Damps is an absolute no-no. Rifle > Flaylock. I use a different fit for Links.

There are not many things is DUST I genuinely fail at, but RE-tossing is one of them.
