It's totally unfair, it's already difficult to hit people once, you have 2 consecutive shots before overheat, they should not be able to survive that skill shot.
On the other side, if you play heavy and stop moving, it's your fault if you get killed.

How can you compare hit a tank with a forge to hit a heavy with rail gun, diffculty level is clearly different, tank is huge target uncapable of fast movement.

Where have you find the definition? Because if it's really in game it's the stupidest thing ever. Nothing should goe TOE TO TOE with a vehicle, especially infantry, that should choose a tactical strategy to eliminate the threat.
For the rest, do you really think i talk without having both role skilled? Come back with some experience on vehicles. I've met people that were legitimating JLAV before skill into vehicles. I can assure you that hit a tank with a forgegun is far more easy than hit a infantry target with a rail gun.
If a large rail of any kind (turret or installation) require more than 1 direct hit to kill a infantry of any kind (heavy or sentinel of every race), there is something wrong, idk if it's the suit or the railgun.
The railgun is similar to a sniper rifle, you can't move while firing with it, if you move it's not even easy to hit tanks which are a huge target, imagine moving while shoting infantry.
