Because CCP didn't want to encourage bad habits in new players by allowing them to redline snipe right out of the gate.

And considering that was about the only thing they could do and not be frustrated with, I am sure there were a lot of them.

Just be glad they didn't completely remove the option, which they could definitely have done.

So, I spend some minimal amount of ISK and SP and NOW I can redline snipe?
The non-fix is a non-fix. Either all my starter fits should work with my no-sp character, or they shouldn't be there.

At the same time, new players coming in that did it as a matter of convenience and don't want it enough to spend the SP won't be redline sniping. Would you rather they have removed it altogether?
