AM Scout component could stand alone. Swap Precision for +X% Efficacy to biotic modules. Alternatively, passive scans could be restored to a useful state, though I suspect these were knee-capped intentionally.

All of the numbers, including top speeds, are in the Google Doc. No need for flailing or figures pulled from arse.

What I wish was for slot parity between the Amarr and Gallente scouts. One of them should be 5 lows, 1 high at proto, and the other the same as now. I was going to say that Amarr should be the 5 lows and 1 high, but that would hurt it due to not being able to use 2 precision enhancers, but if you give it to Gallente, they would be defined as the all armor race.
If Falloff inner ring could be "fixed" at 5-10m, then we could restore Range Extenders to their formerly useful state. The current AM Scout bonus would then be meaningful, and there would be no need to replace it. But if passive scans are to remain as they are now, the AM Scout bonus will remain without any real benefit.
I'm OK with either path, but something should be done to bring the AM Scout back into parity with the rest of the class.
