Just keep the new players separated from the stompers. Matchmaking does not need to separate us into more categories but two. Team builder hopefully does the rest.
This would make manipulating your ranking moot. I'm hoping that Rattati's metric measures player performance so that good noobs/bad vets get moved up/down a bit into matches with more/less competition. Skilllpoints make a difference but that should all show up in the player's performance ratings anyway.
Most obvious way to game the system that i can think of is to run PC for a month and then when you start playing pubs your -¦(mu) will be low(relatively speaking). Stomp for awhile until you can see the matchmaker putting you in tougher(i.e. fair) matches and then rinse and repeat with an alt while you first toon goes back to PC to lower it's -¦ again.
Knowing the details of the matchmaker & -¦ would make a big difference here: for example, is -¦ based solely on win/loss of an individual's team, or does -¦ take into account performance in individual 1-on-1 fights? A slayer could manipulate a team-win/loss based -¦ by killing but not hacking, by placing uplinks in 'hot' locations and no doubt many other slimy tactics.
Conversely, if -¦ does measure individual performance beyond team win/loss then a PC logi could switch to slayer mode for pubs and game the system that way.
If -¦ is team win/loss-based we should prolly ignore PC performance in calculating 'pub -¦', because it will not accurately reflect an individual's performance in pubs.
Squad composition can also be used to mess with 'apparent' -¦ rankings, inflating or deflating -¦ on demand once you know how to game the system. A slayer vet with a noob squad, for example.
I'd be tempted to calculate pub -¦ based on individual win/loss performance in pubs and individual slayer performance in pubs, but the slayer calculation may be too hard to do.
Interestingly, if we had a 1-on-1 gladiator mode, we could calibrate individual -¦ that way.

Last i saw Rattati post anything about it he was using an Elo-rating. That tells us a bit, but there are many versions of Elo, with many open questions about what the best what to do things is.
This is very close to Rattati's core strengths so i'm not too worried, but i do wonder how he's going to make his rating system work for teams and individuals.
