If we're doing a balance pass of the rifles again (or at least tweaking the ScR), can we balance the fitting costs?
Amarr Assault with the CR might end up being a good fit

This is one of those things that I never really paid much attention to but is a very excellent point. Especially the massive fitting difference between the scrambler and combat rifle. If Rattati really wants the weapons to be perfectly balanced than I'd argue they need identical fitting costs too, or at least one costing more CPU and another more PG.
Honestly i sort of like the idea of unbalanced weapons being balanced by fitting costs, but that's a considerably hard approach to take.

I disagree. That sort of thing is going to be extremely messy and near impossible to balance properly. Ideally all weapons should have a situation and place that they excel, and should excel to an equivalent amount. Creating an imbalance in effectiveness to counter it with increased fitting cost is something that should be reserved for between tiers of the same weapon, but not between different weapons completely.
It just lends itself to have people make statements such as "Oh well its allowed to be overpowered because I have a higher fitting cost."
