Back to the Thread at hand.
I like the idea of the Red Zone becoming a Yellow zone where anyone can go however any hostile act will result in a Merc BBQ. This would definitely cut down on redline snipers and Rail Tanks as well as those who redline others.
For immersion purposes I would suggest perhaps having Concord installations act like immobile sentries protecting this area.
At a later date it would be cool to have a small concord MCC to lay down the law for any violators. (Make a light show for everyone to see when someone violates the law.

I hate to break it to you but Dust 514 is part of EvE. Concord is like the United Nations of EvE. To deny their place in conflicts on the ground simply destroys a part of the Universe this game is set in.
Concord is neutral and could care less who is in the proposed yellow line (both hostile and friendly). But they have a Really F*** big stick to beat you with if you break the laws set by them.
An idea could be that you can run up behind anyone yellow line and blast them with a shotgun, but you should get BBQ'd for it. To reduce the abuse of this tactic, The offending Merc should get flagged for 5 minutes where he gets BBQ'd whenever he enters the Yellow Zone. After the Flag he can then Re-Enter.

I am very well aware of how Concord works. I fly with C.O.D.E from time to time so I know a good deal on what can and can't be done with Concord. Sounds like you lost one too many Jump Freighters to us =P.

Try running across the border/line of a military installation in an active war zone. People can still run into the red zone and kill people just you have a time limit to get the job done. It is generally agreed that the red line is out dated thus this is why the OP started this thread.

You get security loss penalties and you contend with the gate guns. They are not much I agree however Just because Concord doesn't have ships in space does not mean they have no presence. The only place Concord has no presence is Nullsec 0.0 with the exception of DED agents and some lore related stuff. I thought that over 75% of the battles were Highsec based. I will have to pay more attention to that.

Then you have a major issue of spawn camping which is a reason the Red line exists. Would you like it if C.O.D.E had a Dust corp and camped your MCC and ground spawn with a bunch of sentinels and logi? You would never be able to do anything. You are quick to yell "Remove the Red line" however please elaborate on your reasoning to do so. How do you propose to solve the issues that redline removal will cause?
I think that using the mechanics of Concord that Henchman21 suggested is not only lore friendly but something that can be done in a reasonable amount of time.
