So....unless I screwed up my calcs, and I kind of hope I did...
On Amarr Assault, Assault Scrambler Rifle has: ~8% More Raw DPS ~27% More Range ~20% More Damage before overheat/reload
In what situation would I use an Assault Rifle? Even against armor the AR will only do 10% more than the Scrambler, which is offset mostly by the 8% difference in raw DPS. The AR pretty much feels inferior in nearly every way now.

but yeah, I got to disagree with you that fitting cost shouldn't be a factor in balancing stats...it just shouldn't play as major of a role as it seems to be right now
Well my point being that fitting cost should encourage things like racial matching and discourage goofy fits that shouldn't exist. However the general cost of fitting weapons, at least things that are in the same category such as Rifles, should be roughly equivalent in terms of general cost. (Obviously PG and CPU will differ between weapons, but overall it shouldn't be significantly harder to fit one rifle over another, as that lends to it being innately better which is bad)

The high HP buffer/low repair works well with the standard ScR because you either win the engagement first due to the higher health, or dip in and out of cover with the charge shot
Even if you don't use it on the Amarr Assault, you can still get higher DPS and more range, the only part that differs is you have less damage before the gun overheats. The thing is however, that the AR outputs roughly ~2380 damage before reloading, and the Assault Scrambler (on non-assault) is ~2350 so.....really not enough of a difference to particularly matter.
So using differences in how the Assault suits perform is really not enough to justify the fact that the AR is both inferior in DPS and range compared to the AScr
