I could be wrong Armor does get higher EHP than Shields, especially from their 'plates'. Shields get far, far, far superior Booster than Armor does though. Shields also passively recharge, to the point that it is an accepted defensive doctrine to have specific kind of ships built to Passive Tank. The Drake is the biggest example; it has a bunch of Shields, high resistances, and a bunch of modules that kill capacitor recharge and increase Shield Recharge rate.
Shield Recharge is EVE works VERY differently than it does in DUST. In DUST, you have recharge delay, depleted, and the amount you get back a second. In EVE, your Shield Recharge is based on a number of seconds. It doesn't work out quite this well because the math is skewed to have the first ~20% damage not recharge as fast as anything past 50% damage, but you take the amount of Shields you have and divide it by your recharge time to get your HP/S. Adding more Shields gives you more HP/S because the time doesn't change and reducing the Recharge number speeds it up further. You could literally start a level 3 or 4 mission, aggro a room, and go take a dump with everything shooting at your Drake and have little risk of losing it because of how Passive Shield tanked it is.
Obviously, there is a HELL of gap in workability between these two games. DUST doesn't work the same way, having more Shields grant more HP/S as well as always recharging. So the idea is "Caldari will recharge faster but have less HP because it works in EVE" but we don't have the necessary tools to make it work like always recharging and have poor stats for Shield recharge.
I think some of the problems could be alleviated if Caldari suits just got much better HP/S, recharge, and depleted delay. The Scout suit is really the only Caldari suit that works because it recharges fast enough and moves well enough for the strategy of "don't get hit for 3 seconds and you will regain half your life" to work.
