TheD1CK is a terrible Min Scout because he dies 15+ times speed hacking and only gets the hack 4 times and only keeps it once.
Seriously. That alone is a cardinal sin. If he's top min scout material, he better be a walking uplink nuke and heavy destroyer to justify it.
But he isn't.

To justify my choice on **** you notice when I say it isn't about kdr well it was aimed at him he knows he's not the best honestly I don't know, I haven't seen anyone stand out honestly since demon buddah or moody
Moody and Demon were great players, but I honestly couldn't peg down one that ruled over them all.
I can easily think of a top 8, in no specific order.
Radar, Moody, Demon, Borom1r, Musturd, Myself, Extacy (althought he doesn't main it, he runs a damn mean one), Knight Soiare.
When you say "Minmatar Scouts in PC" these are the first people that pop into my head. Each are strong in their own separate ways. Radar was like Extacy and myself, working fantastic in a float squad on the outside. Musturd, Moody, Demon, Bor, and Knight were just amazing in the city. I remember having to fight Bor and Knight for seats in FA PC's back when we fought ERA. Some great min scout shotgunners from way back when.
Those 8 people are easily able to run a COMBAT EFFECTIVE minmatar scout and utilize its abilities. Combat effective is the key word here. I've seen 501'st and D1CK run Min scouts, but then again, I've never seen them die less than 12-15 times a match when they main the suit.
However: LightningvXv wins the award for best Min Scout pubstomp though. Dear god the flashbacks. Man was a beast with a shotgun.

KDR matters in PC. Unless you have significantly more clones than the opponent, KDR matters.
For a min scout, you can't be dying 15 times trying to do nothing but flip points. I've seen you, 501st, Gav, Infected etc all try to go and "Speed Hack" and die 15+ times and only actually SECURE the hack once or twice. That is a waste of a player slot. I could get a heavy to do that. The ONLY time you are allowed to perform like this is when you are literally the only one in city, and are flipping points to buy time and force them to take people from outside to prevent you from getting a foothold there. At that point, losing 10 clones to make sure that they keep 3 people in city compared to your 1 is a GREAT bargain.
And this isn't a post about who plays well. Despite my hatred of scouts that die 15 times in PC, The people I listed above still play WELL. They aren't bad players.
They just aren't material to be considered "Top Min Scouts". My list were people who can run the suit combat effectively and still perform their role. Thats a benchmark to be considered great.
The best Logi in the game would be one who is great at his job, and doesn't die 10 times to do so. The best logis die only a handful of times and even get a kill then and again, because they aren't just a walking equipment machine, they're a good player in a suit with a gun.
The best players are the ones that stand out in their role. The people I listed were players that you could look at the warbarge and say "He will play a Min Scout, and you need to watch out for him", not "He will play a min scout and do nothing but speed hack all game. 5 mil ISK says he dies more than 10 times"
Yes I have made that bet on various teams before. I've never had anyone bet against me yet.

I've rang for DMG before. More than once. And other smaller teams. More than once. I am a mercenary.
Last time I did so was the absolute last time. I took #1 on the team, with Extacy right behind me. Beasted the outside and still lost. lHughes accused me of awoxing his comms, and then Manboar paid me and the other FA ringers less than what was agreed.
This is why you don't see me ringing for DMG.
TL;DR
The best players play tough teams, do well, and stand out in their role. Say what you want, but I haven't seen a "new" PC player step up and deliver a performance worthy of being considered "one of the best in the game".
Given some time, I'm sure we'll have some that do it. I just haven't seen one yet.
