I'm also not for picking the works of players based on KDR. More to the point how to you proposed to develop a health FW community that would endure the transient nature of its player base if you are refusing to work with anyone less that 30 million SP?

It is a shame we are not as Dust active as we once were but we have other interests outside Dust 514 that are garnering attention.
Bloodborne I know has at least 3 of our line Templar's, including myself, frothing at the mouth and likely to keep us enthralled for months.
Other's have picked up FFXIV.
Other's moved over to EVE.
Other's spend more time focusing on the RP community.

Make it 20 mil SP or something even smaller if you may. What counts is, that a set SP number is at least a meter by which player activity can be measured, and aspired by those that want to enter FW, though not fully reliably (passive SP accrual). KDR of 1.0 is only to make sure, that someone not logistics does not suck completely. Quality and quantity, my friend. KDR>1.0 is not too encroachingly a criteria I think.
In my very long experience with FW for the Amarr [it doesn't sound as pretentious in my head as it does written here] what contributes to a win is not the individual skill of the players but how they mesh as a squad.
Will they take orders, do they know the ins and outs of your squad leaders gameplay, etc.
There was a point not long ago that our regular Squad Leaders T12 and Aero could tell us to do something and we'd already done it having pre-empted what they would have said. A fair mix of Slayers and Playmakers are required for successful FW gameplay.

Which is ironic because back when FW was competitive and enjoyable it was Gal FW players keeping the Minmatar heads above water.......
