No, it doesn't.

Try as hard as they might, I don't think CCP had nearly as much influence on how many people are playing this game so much as the general toxic atmosphere of the Eve/Dust universe. This is a place where being an ***hole is actually rewarded, and you see that carry over into how players interact with each other; I've watched a countless number of times as my local chat has filled up with "new to the game" messages followed by vets trying to troll/scam/insult them. It's even worse having voice chat activated in battles.

I'd also be willing to bet that less than 10% of all people that picked up this game have ever visited the forums, and thus will likely never know about many of the things that caused disillusioned vets to quit.
