Developing for consoles can be a pain whereas with a PC pretty much anyone with half decent coding experience can release a game and distribute it You've got it backwards. The console is where Dust has a playerbase. Also, I see you are still prone to pulling stuff wayyyyyyyyy out of your arse.
A better game would lead to a larger playerbase, PC would lead to a better game.

CCP has made clear that they intend to keep developing for the PS3 until it is no longer feasible, and I expect this to go on for at least another year. Next Fanfest will likely announce plans to move to a different platform; Sony has specifically stated that they plan to stop support for the PS3 this year (I can provide link) and by next year the PS4 will be halfway through its console cycle. TLDR: PC is the best option for now. Where'd you get the info that Sony's pulling the plug on ps3? EA and several others have games coming out for the next 12 months Sony said it would support the ps3 until it wasn't profitable. The last I read we have no worries in losing it till 2017 at the earliest. PS forums.
I'm not sure about support for the console but they will be discontinue production of the PS3 late 2015 or early 2016
