We are a defense against sleepers, our implants differ from the original Templar implants that were harvested by jovians and caused people to have 'others' in their head. Once the flaw in the original implants was realised Jamyl Sarum in a moment of lucidity away from her horrifically evil 'other' propagated the new implants among the various empires that lacked the originals flaws.
Sleepers may be strong, but on the ground we are invincible.

Theoretically of course.... I think it would be fair to say the sleepers might have a better understanding of our own technology than we do, even knowing its been reverse engineered.
On a side note I am really hoping that if CCP gets into the lore of sleepers they can work Jamyl through her conflict with the Other. I'd like to see her return to the Throne as a more powerful and controlled leader.
This concept of Empire break downs is boring, I'd rather see strong, active, and competent Empires show us the reason they occupy half of known space.
