While back I made a $10 bet that it would be revealed that CCP Shanghai was working on a new project.
Hilariously, I was right, just not to the extent that I thought I was.

Of course people are gonna have this reaction after all that's happened. CCP has to take some money away from R&D and invest it into PR. Someone told me last year at Fan Fest that the reason CCP puts so much effort into R&D is because its a form of investor fraud. If they don't report any profit, they don't have to pay back their investors.
Which is sort of reminiscent to what the NCAA does here in America with money - educational systems are giving exorbitant amounts of money but they can't in any way give that money (currency, gift, food, or otherwise) to Student Athletes and they have to spend that money as having a profit will suddenly stop the revenue stream, so they just start throwing it around any way they can just to get it out of their hands.
Like I said, just something I heard at Fan Fest. I'm no economist, or a fraud detective, just repeating what I was told.

True enough but it'd be absolutely understandable if they did. The whole situation both currently and with last years fanfest revolves around two things:
a) Players want to know that their investment was worthwhile, that they time and effort they put into progressing their character was anything more than just fluff.
b) Players want to genuinely feel as though they're being listened to - maybe not have their ideas implemented - but the fact that they were heard reciprocated.
CCP unfortunately can offer neither of those and there's been very little effort to do so. The small little shinnies here and there for Dust 514 are great and all but in the end that has nothing to do with long-term engagement. It doesn't seem to matter how much the community is concerned with either A or B, CCP Shanghai is more intent on just saying that they're being listened to and pouring their time, effort, and focus into isolated development completely subsidiary of what the community genuinely wants and needs.
What it all comes down to is that the community is worried about things that are unimportant (microtransactions, minor changes) and becoming exhausted. Worrying about the things that are out of their control is causing frustration. Sure, while the community has no control over either, there are things we can do (and have done) to try to influence CCP to be more respectful of that loyalty.
The overall gist is that instead of actually remedying the situation by giving us something - ANYTHING - to either validate our concerns or relieve them, CCP's would rather (seemingly) slap us in the face with "We love listening and hearing that dialogue" and having their name attached to new projects - however minor. It puts off this air of general apathy and the even sadder part is, like some battered wife, we continue to love them for it.
So, yes, it would be entirely understandable for the community to be angry and I'm surprised that CCP hasn't done anything to change that yet. My question is: If Legion got scrapped or never got Greenlit... What incentive would they have to even tell us?

Oh Jesus, I get so tired of hearing this same rhetoric... Look, Soraya, I appreciate what you guys are trying to do, but I think we're all unanimous in the feeling that that is a losing battle.
CCP will -never- announce that news because they will never be ready. That's the entire lesson we've all learned from this. They refuse to share even good news because they're so terrified they might have to make some kind of commitment to it. Being told, "We'll say something when we're ready" for so long doesn't make anything better it just makes people more frustrated because it circles back to that whole "out of their control" aspect of everything.
We have no control over when CCP is going to be "ready" (if they ever are) so there's no point in constantly reminding us of that fact, its just going to **** us off even more.
