ive noticed tthat minmatar frontline heals 25/s shields while caldari only heals 15/s shields, shouldnt be the other way ariund?

It's supposed to be unchanged from an Assault or Medium Frame, sitting at 30hp/s.

It seems like there are a lot of militia items that are gimped randomly. Like you've already said, the Caldari militia medium frame, but also the militia nanohive is the most completely and utterly useless thing to ever exist in this game. It should have the same stats as the STD nanohive, except for more fitting cost, but you only get 1 nanohive, and it has 24 nanites instead of the 36 of a STD.

Out of a MLT nanohive, you can get back:
1 Grenade
Barely anything else
Before it pops.
