From what I've seen trying to balance vehicles is like KN because in the right hands the are almost god mode but in the wrong hands the are crap.
Certain knifers are infamous for their unstoppableness the same way certain pilots are in their vehicles. If vehicles were balanced for me to jump in and survive then these other pilots would be crazy OP but if we balance them to these pilots the average merc could touch vehicles....
What do you think?

I think there are two kinds of balance, take Halo 2 for an example. The "noob tube" is easy to use and score kills with, so much easier then the Battle Rifle, but a skilled player will end up using the "higher skill level" Battle Rifle because for people who can strafe and aim well it will slay far faster then the rocket launcher.
You can have easy to use items that don't reward skill past a certain early point (swarm launchers), and weapons that are more difficult to use but have a much higher skill ceiling (Assault Forge Guns). A game needs both imo, so the new players have a "chance" and so they can eventually transition into the "better" weapons.
I'd be fine if HAVs are turned into high-skill-ceiling items.

The problem I see is how to keep the greats under control but still allow new players to learn to be great.
With knives you can build a really cheap fit 10k or less to learn with. (You die a lot learning knives, he'll even once you learn them you die A LOT ) But tanks cost 55k for militia hull and around (not an expert by no means) 100k for a decent fit. It's hard to afford the amount of tanks you would loose learning....
It's a conundrum I can't figure out.... How to make it easier to learn to be a pilot without making the great ones unstoppable....

Way early on (when tanks were insanely priced,) CCP stated that tanks were basically a corp asset. If you want to learn to tank, get your corp to fund you.. This is why stuff like corp tax was introduced, among many other reasons. Tanks have gone down in price a lot since then, and many mercs are rich enough to learn on their own if they so choose. Bluebs should join a corp and prove that they are worthy of investing in. Even a few mil thrown at a new tanker is a good start. I have done it numerous times. Eventually, they quit asking for money; Either no one will give it to them anymore, or they wont need it.
