OK quick question... Whats the purpose of the new tanks? Imagine im a new player wanting to get into a HAV. The descriptions are the same, which one do i choose? Is there a difference?
Anyone getting annoyed by reading of the above post should consider the following.
I don't care so neither should you :)

I would imagine that would be a long drawn out process, just like when they finally released all the rifles, and are apparenlty still having to fix them, because people are still complaining about them, and which stats are proper. So if/when the new tanks are released which will be better will be decided by, personal interest and how many threads go on about the forums to change the stats and operating features of each racial tank

UHav is basically the old hav's and Dhav are destroyer class hav's, glass cannons made to destroy other tanks.

Nope, don't have those yet.
Just two tank types atm, one with small guns (and CPU/PG to compensate) and one without small guns (with less PG/CPU as a result).
If you PC, the latter is the one you want. Else choose the first one for pub stompin.

I wish we had racial tanks and not knock offs but whatever ... it is what it is and it's cool , I'm just glad there's a selection again and now they need to make them have a color distinguish so keep them from being bland and to help distinguish them on the battlefield without having to get close enough to read it .
Doubts are like flies and should be treated as such and crushed .
