I will outline changes and my understanding:
Blue bottle - Should have been tested with stacking? Come on CCP, everyone stacks everything. (Plates, Reps, Reds, Dmg Mods, Extenders.) Stacking penalties need to be flat and added day one. Not a bad idea, I can see 1-2 clear rails and crates, 3-4 jump over the wall twice my height. This separated combat a lot and has made more perch fighting. I have seen very few players digging in, but that is the only good thing so far. Take your derp sticker, admit it was missed and tell us when penalties are coming. In Pubs they aren't that noticed yet. In PC, they are brutal so it is coming.
HMG Nerf - Why would you pair the blue with a HMG nerf? Please CCP - Think rock, paper, scissor. If you buff paper and nerf rock, yeah rock is done for. No idea on how to fix this because it was OP before, but the dispersion is just awful. The only HMG that was out performing was the standard variant, you should have just nerfed that. Heavy's now have very little role, which means, logis now need to fight more. Rep tools aren't really needed so much (RT on Assaults). Completely flipped the chess board here.
Tanks - Hulls are very interesting. I have seen so many different tanks out on the battlefield and they all had different purposes. The blaster did not need a buff, that was silly. The rail needed heat since you made more turrets mandatory. Adding in the additionally turrets was awesome. Requires tankers to think tactically. I would have taken a page from the real tanks hand book. There are 3-4 guys in a tank for a reason. Make the mods only function with assistance but buff them again, then the tank driver/main gunner in this case, can't also flip on a scanner without the commander hitting the switch and evaluating the data. Maybe give the other turrets all the modules. Or 1 mod per seat filled. Then the tank can be OP because it is 3 guys fighting together.
LAV nerf - Uhm, why do we drive exploding cars now? This thing is a bigger death trap than the gremlin. I crashed into a building full shields and armor before turning into a burning heap. I consider using an LAV, but fast scouts are just safer now. I don't know who or why you would use a LAV now.
Equipment Quantity Buff - I like this a lot. The REs will need the nerf we are owed. Otherwise not needing to class switch on a supply depot is so much nicer.
Scrambler Rifle - Just OP now. Stop trying to explain. We all get it. Yeah, OP. Suggestion on balancing trick from Drifter in COD. Measure the TTK at each distance for each gun on a universally flat median (150 shield 150 armor). Now figure out TTK at each range. Make your chart. If anything can kill more than 2 foes without reloading or overheating it is OP. If anything can kill in under 2 seconds without aiming requirements, it is OP. Think it through.
Now to start shotgunning and REing again, everyone will love this play style. Face Palm!
