Of course they do, why would they create a new asset unless they wanted it used? Would hardly be worth it to them to design the thing and then have it never see the light of day...

Counter argument would be that upon failing the event, CCP could monetize the event BPO we never receive thus it seeing the light of day.

What if CCP wants to give us something of value for free? The only price being we sacrifice to the blood god!
