While Dust's role system is far better that what it used to be the role system is still far too On or Off in many cases. One of these cases is the Tactical Logistics Officer role.
The option to either set a manager of a specific district or particular planet would open up the opportunity to get more players involved in the logistical side of planetary conquest without a corporation handing out the keys to the kingdom.
A District/Planetary Manager would be allowed to manipulate the district or districts under their authority the same as a TLO (change timer, move clones, sell clones, change surface infrastructure), but would not be able to purchase clone packs.

Honestly it's a step in the right direction, but doesn't give us what we really need.
Why not make it so specific powers can be individually endowed in a checklist?
Do I want so-n-so capable of changing our timers? Sure
Do I want so-n-so capable of moving clones? Some, possibly, others not a chance.
Do I want so-n-so capable of pf selling clones? Not a chance.
Do I want so-n-so capable of changing surface infrastructure? Sure
Do I want so-n-so capable of buying clone packs? Not a chance.
What I really crave is the means to allow the risk/trust to be distributed not individually but within a group context, as it's much harder to get a group of bad eggs than it is to get one bad egg.
Ex: think of all the movies where it takes at least 2 separate people turning the keys together and entering in their passwords and jumping through the hoops to launch a nuclear bomb.
Create a way for certain roles to require at least 2-3 people signing off (with documentation records) to complete these actions that I'm hesitant to allow one person to wield..and I have a lot less red flags. I'm assuaged.
Directors obviously would still wield individual power, and thus the separation of tiers is more pronounced as well..instead of infringing on director powers, you're really changing the dynamic by more clearly defining what it means to be a director.

The issue here is not the amount of control but localization of that control. I think having more options like you describe would be good, but having a way to give roles to a specific location would be even better.
