For me it's less about accuracy and more about how many shots I can fire quickly. Accuracy comes with time but that reload bonus will have the biggest impact on how lethal you are. For pub matches you can get away without having a reload bonus and rely on a fast movement speed to get out of situations to reload but if you want to use it effectively in PC then a commando is a must.

So if he chose to chase you around and scare you, I'd dare say he was feeling a bit bored. That said, as your flight instructor, Kubo, I urge you not to seek out any more citations on your pilot permit. That thing should have been taken away long ago *Make my Scrambler Pink!*
