I don't think I can express with words how badly I want PvE in Dust 514 and I do not believe that I am the only one. The PvE card on the community trello board has a whopping 37 votes; probably one of the highest, if not highest, voted cards on there.
At this point, I don't even require overly complex PvE. Later, it can be iterated upon to be PvEvP and incorporated into planetary conquest or whatever, but right now I just want something that is not PvP.
For you "LolCarebear" windowlickers out there I will compromise with you: make PvE missions require an item that must be attained from PvP. This "PvE key" would drop randomly from strongboxes or EoM salvage. That way PvP will not dry up after PvE gets released.

I know that CCP Rouge has said something to the effect of, "Dust 514 will not be receiving PvE." but I can't find the interview where he says it. Does anyone have a link?

Don't even dream about it, it ain't happening for DUST 514. Rattati has pulled off some nigh magical stuff before. Who knows how close PvE was to completion before they slashed the CCP Shanghai dev team.
This is a pipedream, as Atiim already established, the headhoncho CCP Rouge himself has already said he doesn't want Dust to have PvE, but if the players never tell CCP that it is something we want badly then how will they know?

That can be that difficult. AI is supposedly a PITA to program. I wouldn't know, I'm not a programmer. The objectives and AI doesn't have to be the most incredible experience ever. They just need to work and be different from PvP. I get so tired grinding out PvP matches day after day. Even if we get new gamemodes and maps it will still be PvP. You feel me?
I know CCP Shanghai's team isn't huge, but is there anything usable from the previous team?

On a side note: I'm sure you want the NPE to be better, right? Well having something resembling PvE could really benefit new players. Imagine a "firing range" mode where newberries could figure out how certain weapons fire without organized squads punching in their teeth.

I imagined a skirmish map with drones patrolling each objective in groups. Light drones around the edges, medium and heavies as you got closer to the letter. After hacking the letter a "boss" drone would spawn. The bosses are basically supped up "officer" versions of a light, medium, or heavy drone. Killing the boss would flip the objective. Capture all objectives within the timeframe to complete the mission. Stocks of clones for the mission can be purchased beforehand; if you think your squads are badasses then you could just buy 30 - 40, but if you have newberries maybe you buy 100+.

And in response to the "Just switch games if you want PvE!" line of reasoning, I'm sure CCP would love the concept of telling players to go play another game Sound business strategy there.
I included in my OP, if you read it at all, that we can require PvP matches to be completed before players can participate in PvE. This way the core of Dust 514's focus remains on PvP fights. PvE would be an auxiliary gamemode that takes a backseat to PvP. I'm fine with that and I'm sure the community is too.

Also, you should probably reexamine the use of the word "waste". Dust is trying to remain profitable. If it is not profitable then CCP will not keep it around. That means your incredibly important PvP modes disappear too. With some careful monetization CCP could create another avenue to make money from aurum sales. Aurum sales translate into profit and profit means more devs, which if we keep with my previous assertion that PvP remains core gameplay, means more PvP development too.

Derpty, you go on believing that vanity items will be capable of keeping Dust afloat financially. That won't be the case. Even CCP recognizes it; look at the aurum monetization worked into the warbarge.
We need new things to do. Even with new gamemodes Dust 514 PvP will be the same ol' same ol' we have been doing for years now. As another poster said, we are killing the same mercs, in the same dropsuits, using the same guns, in the same maps, etc. For years now. To say PvP in Dust has gone stale is an incredible understatement.
