No. I tank a plate and a rep, two plates is too slow. Especially compared to when I run my MScout
That scout you see on the kill board with 20 kills and 15 deaths

Depends on the fit and what you're doing. If you're chubby chasing you'll want some hp and a decent rep rate. If you're protecting the uplink / nanohive, you'll want at least 2 cplx precision amps and potentially some range amps.
If you're gallente, you can usually just get by with an active scanner and a mostly brick fit.

2nd question then, being as unbiased as possible, do you think logis should be buffed?

i run a sver bpo with
2 x militia shield extender bpo
1 x armour rep bpo
1 x armour plate bpo
1 x flux nade bpo
1 x templar uplink bpo
1 x nanohive bpo
1 x core repair tool
1 x exile AR bpo
costs like 16k and i can still pull in 3k WPs with the right heavy to rep

Similiar fit but swap one ferro for proto basic plate and the other for reactive, on my min logi but I am from the good old days of 4 dmg mods and an AR so I still swing a proto CR or AR on my chubby chaser.
I heavy a ton so when I logi they laugh when I get 3-5 kills in a PC because I always bring in a proto gun. Too many logis focus on the rep and don't realize a CR to the head finishing off the other heavy would make you rep tool really effective and keep the heavy standing. I also shoot a lot of scouts in the face as a logi. Most heavies love that because you aren't trying to rep through a scout (Meta change guys).
Heavy with a massive bullet hose called Lola (Burst HMG).

As Minmatar, shields + speed. On my proto logi that's 3 extenders + one recharger in the highs, and 2 regulators + 2 kincats in the lows.
