They already added a delay from he time you drop them to the time you can detonate. Feels like a second or two now.
It's not as easy as it was, now you have to lead your target a little.
Since the did this I haven't died to remotes nearly as much.
What I don't like is the glitch where I see the remote drop at the top of the stairs but I die by at the bottom of the stairs. The animation doesn't show the remote being "thrown" down he stairs.

You can no longer throw them while running.

With a little effort you can through his minor flaw in presentation and respond to the thought he was presenting.....

His idea has already been implemented, though in a simple delay and not by hacking the RE. It was a few patches ago.
