Hilariously if you were using a RR you'd still have less DPS versus the armor, even counting the AR's malus, due to the innate DPS level of the weapon.
Maybe it's your aim, maybe it's Maybelline.
Shooting at any distance though will butcher your DPS due to damage penalties...

For the standard assault rifles when we get rid of this pesky thing called range, from best to worst (against armor) we have
- ACR
- AR
- ARR
- ASR
The AR has enough raw DPS that you can still beat the hell out of pretty much anything if you're close enough, and considering half of the sockets have enough CQC to be a heavy's wet dream, an AR should (and in my experience does) shine regardless of whatever you're pointing it at as long as you stay inside a socket.

Once charged, it doesn't have more than a 10% DPS difference. And it's not difficult to precharge.
Maybe remembering the numbers wrong, probably so, I'll compare the proto AR, RR, and AR next time I'm on, but a long time ago in a galaxy far, far away I remember not being impressed by the RR DPS.
EDIT: You know, it might be because I always fit D-Mods on my armor suits and never can find the room on my shield suits, hence why my suit "spreadsheet" always lists a disparity in DPS levels, due to my AR suits being on Gal/Amarr suits thus having an artificially inflated level of DPS.
