I wouldn't necessarily say the Amarr are Russia. I see them more as a Byzantine Empire out of Constantinople. Gallente are somewhat reminiscent of an early democratic France. Caldari are an odd mix of modern US, industrialised Japan, and a more central-east rural Europe. Minmatar I've heard described as African .... but there's so much more to them than that. They have a little bit of everything...but I kind of like to think of them as Celtic/Gauls tribals.

Gallente = A fairly large hodgepodge themselves, they draw a lot of influences from the French, other European nations and Koreans. A lot of minmatar live in the gallente federation, some of the more hardline minmatar are deeply resentful of the cultural annexation that the gallente are performing on them.
Minmatar = "Nordic" Nations like Iceland + tribal cultures like Africans and Polynesians. These are a lot of 'small' tribal cultures, It is worth noting that almost every minmatar is tattooed like a Maori, you can learn almost everything about an individual minmatar by 'reading' their tattoos from their names, their professions, their deeds, failed oaths etc.
Damn I did forget to mention the Maori didn't I....and I live in NZ.....
Actually yeah you have some really good parallels to the Minmatar in traditional Maori culture.
