As is, there's not much incentive to keep playing FW besides from a Role Playing standpoint We need more ways to reward and give incentive to players to stay in the game and not completely give up because of the possibility of a redline match.
As always, I look for EVE for the answer and it hasn't steered me wrong yet:
LP Missions in EVE give you both ISK and LP
and then doing activities like killing enemies of your Faction and supportive actions for you factions can gain you LP as well.
I don't see why our FW couldn't have a similar thing. If it were my way you could get your LP through several ways:
1. Winning gains you a flat out LP and ISK amount depending on your level. Loosing does as well but considerably less.
2. LP gains through items destroyed and level of the player .The higher Faction Ranked the player, the more LP you get off of him when you kill him.
3. Supportive actions like repairing, scanning, assist, et cetera will give you more LP based off of commision of those actions. So roughly putting it, WP will have a direct impact on LP gain regardless if you win or lose.
4.Allow infrastructure support for the Federal Marine's warbarge by giving them your Warbarge Components. In return you will get LP for doing so. The reward should be increased as the player progresses in Factional Rank.
Also, more Salvage, a lot more salvage is needed.
So, in scenario lets say I'm a level 9 Gallente and I win a match.
At the end of payouts screen not only do I get 1,300 LP and 250,000 ISK from winning but I get additional LP for killing a level 10 Caldari player 4 times which gives me additional LP and on top of that the assist that I get will allow for even more LP. Until I get the numbers in at a later time, lets say I just earned an additional 1,100 to that win just from doing my part.

I'd agree with a LP buff as well. The way the pay is now assumes you'd win every match.
It doesn't take account for the high stakes you have on the line.

Also quite a few Q-syncs have been rigging matches to get the loyalty points BPOs lately so giving massive benefits to staying loyal and maybe some harsher penalties for being unloyal and by unloyal I mean fighting for the opposite side not simply fighting for another side I also have a thread about factional Loyalty being something locked in and it has been added to the "Roadmap"

Your idea doesnt improve player count, it only improves rewards in game but is it enough to bring players in? i doubt it.
