Vehicles have had this for some time. An HAV drives by, you can shoot at it with your AR and it does do damage, but the damage is much too low for the HAV to care about and the shields keep regenerating. A certain about of damage needs to be done before the shields will stop regenerating. This is the shield damage threshold.
Now I ask, why don't infantry have this as well? I can tell you, whenever I am running a shield tank suit, there is no greater heaping pile of bull than when my shields are regenerating, and a guy shoots me from 10 miles away on the other side of a map with an AR, and my shields stop regenerating. He does 10 damage, at most, but for some reason my dropsuit can't handle it and my shields stop regening.
The threshold doesn't need to be high, just make it so a certain amount of damage needs to be done within a certain period of time, and bam, problem solved. Just for the sake of putting numbers out, it could be 50 damage within 5 seconds before infantry shields stop regening, or hell, you could even change it on a per suit basis, make armor suits have a low threshold, like 10 damage in 5 seconds, and give Caldari and Minmatar suits much higher thresholds.
To be clear, the shield damage threshold is not intended to be useful in a CQC scenario, it is just for the sake of shields resisting harm from outside of a weapon's optimal range.
Comments/Thoughts/Concerns?

The only problem with this is armor suits stacking energizers in their highs (if its percentage based), could be abused easily.
The threshold should be higher on Minmatar and Caldari, with greater efficacy on Caldari suits.
I agree that there should be some shield threshold for damage. I know there was a thread in GD about this.

I think it's a fantastic and perfectly reasonable idea. As for the actual values...I think you may run into issues if its based off of modules or a percentage.

Energizers fit in the highs where extenders go. Lose HP for Regen.

Another idea is shield energizers act to increase the threshold be 25-50% so you choose between high Pulse regeneration. constant Regeneration and Buffer.

Amarr and Gallente Sentinels/Commandos/Logistics start with 15 hp/s, and with 2 energizers it puts them above 40.
The Assaults start at 20 hp/s and with 2 energizers, puts them above 54 hp/s. Don't get me started on scouts.... Or why they have more shield regen than other shield based suits. But that's not what this topic is about.

Edit: I completely forgot about efficacy bonuses, so the numbers will be higher than that.
OK but your forgetting i said a percent of the HP regen so 54 Regen would only get you a threshold of 13.5 based on my system. A Cal proto scout will get 250 shield regen with 127 HP max skills. 250 would bring his threshold to 60 but most weapons in under a second would deal around 200 applied dps. Applied DPS being the average players accuracy and DPS from the gun. At the point a scout gets there HP threshold to 60 there HP will be so low there suit could only work at long ranges. in CQC or mid range they would be screwed and long snipers could insta kill them. your trading a lot of stuff for that regen and threshold. that percent could be changed from 25% to a lower percent.
But i also mentioned about making shield energizers about effecting only the threshold and not the HP regen.
I feel like your skimming over my idea and not thinking about it and just stating things I all ready know.
