Not make vehicles OP, or make the SP and ISK investment leagues higher than all other roles in game, for little benefit?

Tweak the stats like they did for equipment and logis course its a nonfactor for me until I see Amarr vehicles

Well my general thought initially is that Pilot dropsuits are fit with Vehicle link modules which act as 'rigs' for the vehicle. Offering a benefit but also an associated downside. Overall you see an increase in the performance ofa vehicle, but in a specific way.
So for example a Regulator link would decrease the Shield Delay time, but also negatively affect Shield Boosters. If you're in a pure passive recharge fit this is non issue, but it also prevents players from being both passive and active through the pilot suit and consequently being overpowered. This is very much like how Rigs work in EVE. (I can guarantee a certain someone will come flying in here like a tornado complaining about how this is an awful idea without offering any proper solution, but this individual is set on being as overpowered as possible so please ignore him)
Also Vehicle Links can buff the support aspect of vehicles, such as scanners, logistics modules, mCRUs, ect. Those may or may not have a downside associated with them. I think in general encouraging the support aspect of vehicles more is a step in the right direction.
As for SP cost, the majority of the SP would be in the Vehicle Link modules themselves, so it may not be unreasonable to simply tie the unlocks of those modules directly to the skills for the vehicle modules. For example leveling up Vehicle Shield Regulators would unlock Vehicle Shield Regulators, and Shield Regulator Link Nodules at the same time. As for the suit/ISK cost, you may just have to settle for a lower SP multiplier on the suit and fairly inexpensive Link Modules so the price remains reasonable.
