Have suggested this multiple times. The nifty thing about a 'Skin' Slot is that it might ease up some of the games RAM use and fix a few memory issues while at the same time getting something like a 'Kaalakiota Assault Skin' would allow players (like me) who really enjoy [specific faction] to use that skin on all of their caldari assaults.
Would be nice to potentially have skin slots for ammunition too so you could say do [gamma frequency crystal] as a skin and it would modify the color of all lasers to be blue, or similar things with other weapons. It wouldn't have a mechanical effect but it would allow a bit more overlap between the eve and dust universes.

This is an FPS and since people without SSDs can only see the Warbarge for about 1s you will almost never look at your char model for more than 5min, making ascetics and other skins pointless a pointless feature.
Surely the goal is to actually improve the game as opposed to making it 50 Shades of Gear, no?
Unfortunately atiim, in a free to play game as much as we might hate it some dev attention needs to be focused on monetization - in particular intelligent monetization. There are all sorts of bad ways to do it and we have been very fortunate with many of the ways CCP has handled it as it has been INCREDIBLY fair and without paywalls. Having methods of monetization that don't make players resent their implementation is a ****ing great thing.
This strikes me as something closer to the paint schemes present in the mechlab of MWO, where once a paint is bought it is permanently unlocked. I also mentioned slightly earlier in this post that with these no longer being handled as 'seperate' suits by the games memory it might actually lead to some small performance optimizations of dust: Translated this means 'less lag for dying repeatedly and switching suits in research lab' and 'less time to spawn out at the start of a match'.
