I think so.
Although I think it results in people leaving matches once they are decided, which results in uneven matches because they aren't being stuck in towards the end anymore.
That is not a complaint, just an observation.
I have definitely noticed the ISK benefit for actually trying though. A couple times I topped the leaderboard in losing efforts and still made isk even though my KDR was less than one because I was running around hacking things.

No it has not. Once you earn 150 WP you are free to AFK all you want you will still be rewarded. |

During the matches yesterday it felt more like people just weren't around. Might have ended up in some bad ones but one domination had ran for about 5 minutes and still only 2 red and 5 blue had been killed.
Another match I came in when there was a short time left (so much for the not putting mercs in matches that are close to an end huh?) - and I still managed to pull off more kills than the top one (8 which isn't really that much)
So tbh I don't know yet, it just feels odd.
