Got the proto Gal scout and I suck at it, that and a combination of luck. People just seem to randomly turn round at the most inopportune times -_-
It baffles me how people can get 20+ kills
My profile is 16db
My shotgun profficiency is 5 too
How do people do it?

Keep moving and play the game as you would a twitch shooter. That's the best advice I can give. |

When it comes to a CQC scout I am exactly the same way. I resolved this by speed / rep tanking an assault and equipping it with a shotgun while using my scout for more mid range engagements.
I am not suggesting you do the same, I am suggesting you forget the norm and play with your fits until you find some thing that works for you. The styles of scout you can run are plenty you just need to find the one that is yours.
I notice the only point you make about your suit specifically is your profile which makes me think you are attempting to focus on eWar. Remember that speed tanking, brick tanking, rep tanking, anti eWar, dampening, and whatever else I may be missing are all possible styles that could fit your game.
Also as stated above when in a scout suit you really do need to adapt the style of more of a twitch shooter.

two enhanced shield, two complex kincat, 2 enhanced ferroscale, cr3 sg, bolt pistol, core locus grenade, xr3 quantum hives, boundless remote explosives.
keep moving, always flank, when facin groups lead with grenade to soften them, booby trap w/remotes. bolt is to engage heavies and other scouts from a distance (just play peek-a-boo)
cloak is clunky requires alot to fit and makes your passive blind as a bat "DON'T USE IT"
and hives is when you come across a clusterfukk of enemies just spam dem core locus
if you shoot me from the redline i will ensure your death will be a swift one
