there is actually way more heavies than scouts for a few reasons, the first being that a scout is actually hard to play well where as a heavy stands shoots and gets repped (scouts are also a **** ton more of a SP sink)
heavies are the most common in PC for that huge health and DPS
heavies are way more fun to play especially when a newbro is in academy and he pulls out the defender suit and has all these 350hp mlt suits running around
there are more but thats just off the top of my head

so while you may not see as many heavies running around you can be sure everyone has skilled into at least 1 heavy because they either want to do PC or they just tried it and it was fun, that and heavies used to super ******* strong before the HP buff came
