Who actually goes through that process while in a battle to read their mail? Better yet, how many people here haven't spawn camped a CRU or uplink at some point in their time playing this game? The NPE does need to be looked at though, don't think you'll hear any arguments there, but expecting players to go easy on newbies is going to leave you disappointed every time.
Yes, this is the culture, the way you change the culture is by changing it. Spawn camping and stomping newbies is dickish, pointing that out is not.

I just call in a dropship and practice my aerobatics. I also switch to a starter fit if I can't do that.
You are right, the responsibility lies with CCP, but just like in life just because the system allows you to be a **** does not mean that you should.
