For non-OP BPO's? Sure. For over the top officer gear? .....I think that's best left to random chance as it has been thus far. Even if the BPO's were just put into the LP store and the strong boxes just gave out huge chunks of LP, a 1 in 4 chance of getting LP for the race you want is far better than a 1-in-however-many-BPO's-are-available chance of getting the item you want.

The problem with officer weapons is the fact that even if you get a set there is a good chance they are useless to you. This significantly drops the appeal. Lets say the average low to mid level player has 2 weapons at proficiency 3. Assuming the chance of officer weapons is around 1 in 50. That new players chance of getting an officer weapon that is useful to him now becomes somewhere in the area of 1 in 500. Sorry if these numbers are way off, I did not feel like counting up the officer weapons and just wanted to give an example as to why the current system is only hurting CCPs chance of sales. I don't feel Officer weapons should be in them to begin with honestly. First, that's gambling real money for the chance at (what even CCP agrees is) OP gear. Second, I am against anything that is that strong being on a pay model, even if it is random. In fact... especially if it's random, but against it to begin with so that's beside the point. Third, I feel that any chance of getting officer gear should be earned, not bought, not handed out at random; whether through salvage, strongboxes or otherwise. A challenge system for earning them needs to be implemented, random chance is a disappointing byproduct of a lack of imagination in game design.
Since that will never happen (at least not on ps3), they should stay relegated to strictly random drops OR keys need to be nearly as plentiful as strong boxes so everyone can play. Either way, to your main point, I agree that the BPO's would be better off in a market which you get currency for from strongboxes.
