no. Then we should make achievements things like "Turn on your PS3" or "Log into your character". I think it's stupid to have menial achievements. They should mean something to those that achieve them and inspire awe to those that haven't. If I saw someone had the "Run the game at 30 FPS" achievement I'd be jealous enough to find out where they live and steal their PS3.
achievements aren't meant to be impossible, but require skill.

kind of sad i had to say that to you of all people. I'm obviously trolling, dude. Achievements are inherently meaningless anyway. I was making a quip at CCP's poor optimization of this game.
