That's exactly the reason for militia Since militia don't get bonuses, they would put everyone almost at the same level, despite their skills.
Keep in mind some skills will boost your performance, but not leaving anyone in great disadvantage. |

I'd think that what would be easiest for CCP to track dropsuits for an 'officer' event would be to have players register with what suit they'd like to go for. on the DT of the event an APEX style suit that is designed for the event is given to everyone who's registered. that way ccp have IDs on both a suit and the player using it to make it easier to track and to limit protostomping, then at the end of the event the dropsuit is removed and the winners are announced.
This is a good idea as well. But I wouldn't chose any APEX. In the sense that those suits are proto suits with standard gear. IMO, the tier (meta level) should be lower. But I agree with pre-defined suits given by CCP & removed at the end of the event.

Not the ideal, but it'd be something you have to deal with, at the end. So either that you can modify it with militia stuff or predefined sounds good to me.
